NIMP 2030 - Malaysia’s Moonshot Industrial Transformation

On 1 September 2023, Malaysia unveiled the New Industrial Master Plan (NIMP) 2030, a ground breaking initiative under the MADANI Economy framework designed to reshape the nation's manufacturing and industrial sectors over the next seven years (mida.gov.my). Ambitious Macroeconomic Targets
NIMP 2030 sets compelling goals for industrial growth by 2030:
- Manufacturing value-added is projected to rise 61%, reaching RM587.5 billion, at a CAGR of 6.5% (mida.gov.my).
- Employment in manufacturing is expected to grow by 20%, hitting 3.3 million workers and a CAGR of 2.3% (27.group, hlb.com.my).
- Median manufacturing wages are set to soar by 128%, from RM1,976 in 2021 to RM4,510 by 2030, equivalent to a 9.6% annual growth rate (27.group).
Four Strategic Missions
Rather than a traditional sectoral layout, NIMP 2030 is structured around four interconnected missions:
1. Advance Economic Complexity – Elevate production quality, foster innovation, and promote industries like aerospace, pharmaceuticals, medical devices, and IC design (roedl.com).
2. Tech Up for a Digitally Vibrant Nation – Prepare industries for digitally-led growth through automation, AI, smart manufacturing initiatives (e.g., 3,000 smart factories), and digital infrastructure (dig.watch).
3. Push for Net Zero – Drive decarbonisation, renewable energy adoption, electric vehicles, and green manufacturing to align with a 2050 net-zero pledge (roedl.com).
4. Safeguard Economic Security & Inclusivity – Strengthen supply chains, enhance SME and marginalised participation, reduce regional disparities, all while building resilience against global disruption (roedl.com).
Comprehensive Structure & Enablers
Supporting these missions are:
21 strategies and 62 action plans spanning 21 sectors, including key focus areas like E&E, chemicals, aerospace, advanced materials, and healthcare (nimp2030.gov.my, acccimserc.com).
Four strategic enablers ensure smooth implementation:
- Financing ecosystem (via CoSIF and NIDF)
- Talent development & attraction
- Streamlined investor journey
- Whole-of-nation governance framework (mida.gov.my, hlb.com.my)
A total RM95 billion is expected to be mobilised, with approximately RM8.2 billion allocated via government-backed funding vehicles (27.group).
A “Whole-of-Nation” Execution Model
NIMP 2030’s governance is built for collaboration and accountability:
- A three-tier structure includes the National Council (Prime Minister-led), a Steering Committee (MITI-led), and engagement with private sector actors and state-level stakeholders (nimp2030.gov.my).
